JOB PURPOSE

The occurrence of disasters, especially those that are climate-induced, is increasing worldwide, making it more challenging to achieve sustainable development agenda. Due to the frequency and severity of those disasters, there is an increase in resource scarcity, undermining livelihoods and increasing food insecurity, pressures for migration, forced displacement, and the cost of building resilience at the country level. The occurrence of disasters points to potential future deterioration, which is likely to induce adverse effects on agricultural production, access to energy, clean air, water and sanitation. Climate change, economic uncertainties, new pandemics and food shortages are coming together in a way that evokes considerable concern. There are gender-based vulnerabilities to disasters which do not emanate from a single factor but reflect historical and culturally specific patterns of social institutions, culture and personal lives. Gender equity plays a pivotal role in building resilience and adaptation pathways in disaster risk management. The Government of Malawi has established the Department of Disaster Management Affairs (DoDMA), the agency responsible for coordinating and directing the implementation of disaster risk management programmes in the country in order to improve and safeguard the quality of life of Malawians, especially those vulnerable to disasters. The mission of the Ministry of Gender, Children, Disability and Social Welfare of Malawi is to promote social economic empowerment and protection of women and children, using community and welfare approaches. The National Gender Policy aims to raise awareness of gender matters, women’s legal rights, diet and the efficient utilization of food and nutrition, and economic empowerment of women in conjunction with the poverty alleviation programme. Building upon this, the Government of Malawi, through the Ministry of Agriculture and the Ministry of Gender, with financial and technical support from ARC, are to engage a Consultant who will support gender mainstreaming in ARC’s DRM programme by carrying out a gender analysis which will be utilised in the ARC programme implementation in Malawi

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direction of the ARC Gender Unit and support of the Country Engagement Manager, the National Gender consultant will carry out an in-depth gender analysis on DRM in Malawi in order to make sure the policies, strategies, activities and outputs are gender-responsive and transformational. The objective is to ensure that the DRM planning and implementation contribute to advancing gender equality inclusively and women’s empowerment. The critical elements of the Assignment are: Conduct a gender analysis using the Gender audit methodology – the Gender analysis will focus on the Disaster Risk Management Sector. The consultant will produce a report with key recommendations that would be integrated into the ARC DRM programme in Malawi and carry out an in-depth gender analysis to better understand the specific challenges of women, men, boys and girls in Disaster Risk Management. The gender analysis should also help understand the barriers to women’s empowerment and participation in DRM and the opportunities for policy articulation to strengthen the integration of gender equality into Disaster Risk Management planning and implementation processes by advancing recommendations to gender transformative approaches to ensure gender equality for vulnerable men and women. The gender analysis is required to give an in depth understanding and appreciation of socio-economic, cultural and religious issues affecting women and men and the implications of these issues for building resilience in the context of DRM and will articulate the implications of the findings for resilience and the need to mainstream gender in Disaster Risk Reduction. The analysis should state the findings, challenges, recommendations and conclusion. The results should include sectorial analysis, analysis of sex disaggregated data for evidence-based identification of gender differences in vulnerabilities, resource allocation, decision making and opportunities for supporting and addressing disaster risk reduction. All information must be disaggregated by sex as a minimum; other criteria (age groups, vulnerabilities, rural/ urban, etc.) need to be included as well, where available. Based on the audit methodology, the analysis process should be participative and inclusive, ensuring multi-stakeholder consultations (interviews, surveys, working sessions, etc.), including national workshops (inception and validation).

The scope of the consultant should cover:

1. Literature review of relevant documents, publications briefs, etc., on the DRM scenario, including relevant sector policies or strategies, formulation and design of national gender equality policies and their practical level of implementation and how gender mainstreaming has been incorporated in the context of DRM.

2. Brief situational analysis of national context from a DRM perspective, providing an overview on the current country/sector situation from a gender perspective, illustrated as appropriate with references. The analysis should be presented in a format that identifies strengths and weaknesses and the various inter-related causal factors, and highlights trends and forces that could contribute to the overall change in existing gender-related relations. It should analyse gender integration into DRM sectorial policies, planning instruments, projects and implemented programmes. This section should include a capacity needs assessment to mainstream gender as well as monitoring and reporting.

3. A Gender Analysis Report, detailing, among others, the level and extent of gender mainstreaming in the DRM processes, including institutions, policy and legal framework, strategies, and plans at both local and national levels. The report should also highlight any challenges, shortcomings and propose key recommendations/strategies

COMPETENCIES

•    Substantive experience conducting research and analysis in the area of gender equality and at least one related theme, including Disaster Risk Management, climate change mitigation and/or adaptation environment and/or sustainable development.

•    Strong understanding of the links between DRM and gender issues.
•    Experience or strong familiarity with the work of WFP and/or other multilateral, bilateral and civil society development partners.
•    Excellent analytical, writing, and communications skills.

STANDARD MINIMUM QUALIFICATIONS

Education: Master’s degree in any of related areas: gender, DRM, climate change, environment, sustainable development or comparable academic qualifications.

Experience: At least ten (10) years of progressively advanced and relevant professional experience at the international and national levels in mainstreaming gender in development projects and policies; especially in the development of manual(s) and training materials for gender mainstreaming on at least one other related theme, including DRM, environment and/or sustainable development.

Language: Fluency in both oral and written communication in English.

DURATION OF WORK AND DELIVERABLES

  • The consultancy will be carried out during 15 Working Days, during the period October and November 2021.
  • The Consultant shall prepare and submit a Gender Analysis Report in DRM – 10 Working Days.

  • The Consultant is expected to be available for consultations and be in reliable email contact for a set number of hours that align with Government/ARC business hours;

ABOUT WFP

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty. For its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war and conflict, WFP was awarded the Nobel Peace Prize in 2020.

Malawi is a small landlocked country in Southern Africa. With a population expanding rapidly at 3 percent per year and the majority of livelihoods dependent on agriculture, the population is highly vulnerable to the effects of climate-related disasters. Poverty is experienced by most rural families, with those headed by women suffering the most. Relying on small parcels of densely cultivated land for their livelihoods, rural Malawians are highly affected by climate change. Episodes of drought as well as severe flooding are increasing in frequency, intensity and unpredictability, giving the most vulnerable households inadequate time to recover.

Malawi’s challenges are also compounded by high rates of HIV infection (at 9.6 percent), low primary school completion rate (at 51 percent) and chronic under-nutrition (at 37 percent for children under 5). WFP continues to partner with the government, other UN agencies, NGOs, civil society and the private sector to achieve the Sustainable Development Goals (SDGs) by 2030, with a particular emphasis on reaching Zero Hunger (SDG 2), addressing structural drivers of hunger wherever possible.

JOB PURPOSE

Under the direct supervision of the Fleet Assistant or Logistics Associate/Assistant and the overall supervision of the Logistics Officer, the incumbent will provide eficient and safe transportation of authorised personnel and/commodities.

KEY ACCOUNTABILITIES

  1. Maintain safety procedures and ensure security of personnel & cargo while driving WFP vehicles at all times;
  2. and responsible for efficient performance of duties especially in relation to driving, maintenance of assigned vehicle and its regular checkups;
  3. Report to Fleet Assistant or Logistics Associate/Assistant any mechanical malfunction of the truck/light vehicle and ensure it is professionally attended to;
  4. Follow up with the technicians/mechanics and make sure that any vehicle service is done correctly and keep records of service mileage and other jobs done on the vehicle
  5. Accurately fill-in logbook/trip sheets of the assigned truck/light vehicle and have it certified by the Fleet Assistant or Logistics Associate/Assistant after each trip;
  6. Supporting with minor truck/loght repair tasks, such as tyre changing, greasing and tightening of body fasteners after every trip;
  7. Ensure assigned vehicle is kept clean and the tarpaulins and canopies are in good condition at all times;

8. Ensure that instructions are followed correctly, that goods carried on the assigned vehicle are delivered safely to the destinations and that the vehicle is returned in good working condition.

9. Ensure that unauthorized cargo is not transported on the vehicles.  All loads must be authorized by the Fleet Assistant or Logistics Associate/Assistant and approved by the Logistics Officer, in writing;

10. Make sure that all fuel receipts, waybills and other trip records are surrendered to the Fleet Management System (FMS) focal person for immediate data entry and keep records and files accordingly.

11. Ensure fuel consumption of the assigned vehicle is within acceptable limits;

12. Immediately report all vehicle accidents following the established rules and regulations and seek guidance and facilitate the acquisition of Police reports and ensuring all documentation is submitted and copies kept for future reference.

13. Assist with ad hoc logistics tasks including (but not limited to) deployment and decommisioing of mobile storage units

14. Operate the folklifts and/or other workshop/warehouse equipment in a safe way.

15. Draft travel plans and prepare vehicle loading authorities against allocated loading instructions and forward for clearance to Fleet Assistant or Logistics Associate/Assistant.

Education: Completion of Malawi Secondary School Education (MSCE ).
